American Rescue Plan Act Funds

The American Rescue Plan Act (ARPA) was enacted on March 11, 2021, and provided a total grant allocation of $46.6 million in Coronavirus State and Local Fiscal Recovery Funds (CSLFRF) to Union County through the U.S. Treasury.

This webpage provides up-to-date information about how these recovery funds are being spent in Union County. The dashboard shows total dollars allocated and spent to date, while the sections below focus on spending as it relates to key priorities for our Board of Commissioners and our community. Project and expenditure reports on spending can be found in the "Performance Reports" section in accordance with federal guidelines.

County Funding Priorities

  • COVID-19 Mitigation – Fund COVID-19 mitigation efforts, medical expenses, behavioral healthcare, and certain public health and safety staff.
  • Strategic Investments in County Services – Invest to improve access to clean drinking water, support vital wastewater and stormwater infrastructure.
  • Community and Economic Support – Address negative economic and supply chain impacts to workers, families, small businesses, impacted industries, and County programs, such as library, parks and recreation, and the food hub.
  • Administration – Manage and coordinate use of funds to ensure transparency and public accountability while maintaining a robust documentation and compliance methodology.

Union County assembled a Recovery Act Committee in July 2021 to receive information on the American Rescue Plan Act, establish goals, understand the County’s current strategic and community priorities, and develop recommendations for the Board of Commissioners to consider as a framework for allocating and spending these funds.

Committee Charge

  • Represent the community in offering Guiding Principles and considerations for the general allocation of funds
  • Provide input as a stakeholders group who offer a broad representation of individuals and businesses within Union County
  • Present information and guidance that the Board would utilize when determining the specific allocation of funds

  • Priority Level 1 – Behavioral Health, Broadband, Public Health
  • Priority Level 2 – Affordable Housing, Public Safety, Sewer, Transportation, Water
  • Priority Level 3 – Library, Parks, Stormwater
