The North Carolina Low Income Energy Assistance Program (LIEAP) is a federally-funded program that provides a one-time vendor payment, as long as funds are available, to help eligible households pay their heating bills.

Households, including a person aged 60 or older or disabled persons, receiving services through the NC Division of Aging and Adult Services are eligible to sign up for assistance from Dec. 1 – 31.

All other households may apply from Dec. 1, 2023 – March 31, 2024 or until funds are exhausted.


Who is eligible?

A household that applies must:

  • Have at least one U.S. citizen or qualified alien
  • Have income below 130% of the Federal Poverty Level (FPL)
  • Have reserves at or below $2,250 (Resources will not be counted for this year's season from Dec. 1, 2023 - March 31, 2024)
  • Be responsible for its heating bills
  • Reside in the County where the application is submitted

Submit all required, completed information in one of these methods:

  • Electronically via NC ePass
  • Email: crisis@unioncountync.gov
  • Fax applications for LIEAP: 704-296-6148
  • Mail: 2330 Concord Avenue, Monroe, NC 28110
  • Drop box in front of the Human Services Agency building
  • Drive-thru window, past the Human Services Agency building entrance
